Message IC's offer any benefit over stock, at a boost level of 17 psi. This isn't a question of "capacity," as you put it, or even boost pressure.

More correctly, you are arguing against the benefit of "volume" in the ideal gas law, which is a fairly tough stance to take, I believe.

The whole system is basically following the ideal gas law,
PV=nRT where

P = pressure, or in this case, boost
V = volume, or in our case the independent variable since we are comparing two systems with different sized IC's, with the "upgraded" IC representing greater volume
n = molar mass of our "ideal" gas, or a constant
R= constant
T= temperature or the dependent variable, since the whole point of doing the IC upgrade is to decrease the temperature at intake, which in turn improves performance.

Granted, there is an inefficiency introduced by going to larger IC's, which is the pressure DROP across the system.

Perhaps you're questioning the degree (literally) to which an IC can lower the intake temp as being too small to notice or measure at the dyno. I personally don't have the experience or knowledge to provide dyno runs of stock IC's versus upgraded IC's, but I believe it is fairly well proven and accepted as a real and measureable "stage" by lots of folks with all different types of forced induction cars.

I think it's good for you to question the validity of any upgrade, but in this case I believe you're arguing against some fairly immutable laws of physics.
